The various presentations focused on challenges to quality, accessibility, standardization and government interventions in higher education. The sessions were multidisciplinary. Dr. Bharat Bhushan and Dr. Hanumaiah attended the paper presentation sessions and interacted with the participants.

Dr. B. Hanumaiah, Vice-Chancellor of Babasaheb Bhimrao Ambedkar Central University (Lukhnow) emphasized the need to develop higher education. He said,’ There are three important components in any education system i.e. students, teachers and parents'. He stressed that teachers are the most important component in the education system therefore the teachers have to equip themselves better in the teaching – learning process.

The valedictory function was presided by Dr. Arun Nigavekar, Former Chairman, UGC, New Delhi, and Founder Director, NAAC. In his address the following aspects were touched upon,

• The necessity of autonomy of universities for quality enhancement
• The paradox in Higher Education in India about the fact that massification and quality    do not go hand in hand.
• Various government policies to achieve the difficult balance between improved access    and equity to higher education without compromising quality.
• The numerous magnitudes of students in the coming decade who will seek higher    education and the paucity of institutions catering these needs.
• Synergy between existing regular mode of education with open and distance education     systems to address the problem of numerous students.
• The need to have technology, electronic media and flexible modes of higher education    where the regular and distance education boundaries get blurred and blend seamlessly. • Requirement of a multidisciplinary approach to higher education.
• Addressing challenges of creating effective delivery systems which lead to – anytime,    anywhere, any place higher education for all.
• Challenges with respect to legal structures, implementation of related policies and    global needs in the context of higher education.
• Need of perpetual educational policies which are not dependent on or affected by    governments in power.
• Need to encourage public / private partnership (PPP) in higher education
• The important role of Distance Education Council (DEC) to meet challenges of numbers    and maintain quality of higher education.
• Credit based modular structures for free mobility of students and ensuring no breaks in    their higher education.
